A new Provincial Court family law process is coming to Surrey and Victoria. On Dec. 7, 2020, both registries will be Early Resolution and Case Management registries.

The new process will apply to most cases and introduces early resolution requirements for FLA family law matters proceeding through Provincial Court in the designated registries.

The process has been prototyped in Victoria since 2019, with a continuous improvement approach informing the new rules and forms being implemented this December.

The Early Resolution Process changes are significant. Find out what you will need to know about how the Early Resolution and Case Management registries will operate.

About the Course Chairs
Nancy Carter is currently the Executive Director, Family Policy, Legislation and Transformation, Justice Services Branch, Ministry of Attorney General. Her office is tasked with the development of family policy and legislation initiatives and for leading and contributing to government's family justice reform and transformation activities. She has worked for the provincial government in a number of capacities for over 26 years. She previously led the legislative program for the Ministry with responsibility for approximately 100 of the Ministry's statutes. She has provided leadership in the development of democratic reform initiatives as well as civil and family law policy initiatives including the Family Law Act, the Wills Estates and Succession Act, the Limitation Act, the Franchises Act, and other private law reforms. She has a BA from the University of Victoria and an LLB from Osgoode Hall Law School.

Susan Loney was called to the bar in 1993 and has worked as a family lawyer in Victoria since, with a particular emphasis on Provincial Court matters both in family law and child protection, and supporting clients through mediations. In 2006, she and Wendy Zimmerman opened Vic West Law, a small family law office in Victoria. In 2016, she and Wendy took the position of Co-Lead Family Duty Counsel at Legal Aid BC. They provide legal assistance, advice, and coaching to self-represented litigants. This position has given Susan the unique opportunity to participate in the Victoria prototype of the Early Resolution Process, and work closely with all stakeholders during the early stages since May 2019. Susan has a BA in English Literature, and an LLB, both from the University of Victoria. A great lover of furry and feathered critters, Susan spends her free time sailing, or playing hockey or just spending as much time as possible outdoors.
