About the Course Chairs
Frank Falzon, QC graduated from the University of Victoria Faculty of Law in 1986, where he received the Law Society Gold Medal. In 1987-88, he was appointed to serve as a law clerk at the Supreme Court of Canada. He was called to the BC Bar in 1989, and commenced practice with the constitutional and administrative law section of the Ministry of Attorney General. Frank entered private practice in Victoria in November 1995, and since that time has acted as legal counsel to a number of statutory decision-makers and officers of the legislature. He has appeared as counsel before administrative tribunals and has appeared at all levels of court in Canada. He has served as a member of several administrative tribunals, has lectured in administrative law, has published several law review articles, is an editor and contributor to CLEBC’s British Columbia Administrative Law Practice Manual, and has conducted numerous administrative law training seminars for statutory decision-makers.
Elena Miller is senior in-house legal counsel for the BC Labour Relations Board and the BC Employment Standards Tribunal. She provides internal legal advice to Board and Tribunal staff and adjudicators, and has appeared as counsel for the Board and Tribunal in all levels of court on judicial reviews, appeals, and related matters. She has been seconded to six-month appointments as a Vice-Chair of the Board and a Member of the Tribunal.
Elena has presented papers at administrative and labour law conferences, and authored and updated two chapters of CLEBC's British Columbia Administrative Law Practice Manual. This is her fifth year as co-chair of the CLEBC Administrative Law Conference.

Fellow of the American College of Trial Lawyers (2008). Appointed Special Advocate by the Minister of Justice (2008). Adjunct member, Faculty of Law, Queen's University (1994 to the present), winning 10 faculty teaching awards. Recipient, Medal of the Society of Ontario Adjudicators and Regulators (2011). One of the 25 most influential players in Canadian law (Canadian Lawyer, 2015). Author of over 200 articles or conference papers on various legal topics, particularly in the areas of administrative law, constitutional law, and legal writing.
Appointed Judge of the Federal Court of Appeal and a member ex officio of the Federal Court on December 11, 2009. Appointed Judge of the Court Martial Appeal Court of Canada, May 3, 2012. Chair of the Global Review Subcommittee that conducted a once-a-decade review of the Federal Courts' practices and procedures and recommended reforms.
