About the Course Chairs
Frank A.V. Falzon, QC practises constitutional and administrative law in Victoria, BC. After receiving the University of Victoria Faculty of Law Gold Medal in 1987, Frank clerked at the Supreme Court of Canada (1987-1988) before articling and commencing legal practice with the Ministry of Attorney General (1989). In 1995, Frank entered private practice. In 2008, he was appointed Queen’s Counsel. Frank has appeared at all levels of court in Canada, has acted for numerous statutory decision-makers and officers of the legislature, has been an administrative tribunal adjudicator, and regularly provides administrative law training to statutory decision-makers. Frank has taught Administrative Law at the University of Victoria, has published several journal articles, and regularly contributes to CLEBC.
Elena F. Miller is senior in-house legal counsel for the BC Labour Relations Board and the BC Employment Standards Tribunal. She provides internal legal advice to Board and Tribunal staff and adjudicators, and has appeared as counsel for the Board and Tribunal in all levels of court on judicial reviews, appeals, and related matters. She has been seconded to six-month appointments as a Vice-Chair of the Board and a Member of the Tribunal.
Elena has presented papers at administrative and labour law conferences and has also authored and updated two chapters of CLEBC’s British Columbia Administrative Law Practice Manual. This is her third year as co-chair of the CLEBC Administrative Law Conference.

Madam Justice Andromache Karakatsanis was called to the bar in 1982. After several years in private practice, she was appointed Chair and CEO of the Liquor Licence Board of Ontario. Justice Karakatsanis also served as Secretary of the Ontario Native Affairs Secretariat and as Deputy Attorney General. In 2000, she became Secretary of the Cabinet and Clerk of the Executive Council. As the senior public servant in Ontario, Justice Karakatsanis provided leadership to the Deputy Ministers and the Ontario Public Service. In her private life, she volunteered on numerous boards and chaired the Board of Directors of the Toronto YMCA.
While in the public service, Justice Karakatsanis was actively involved in issues related to education and reform in the field of administrative justice. She was a recipient of the Society of Ontario Adjudicators and Regulators (SOAR) Medal in 1996 for outstanding service to Ontario's administrative justice system.
Justice Karakatsanis served more than seven years as a judge of the Ontario Superior Court of Justice. In March 2010, she was appointed a judge of the Court of Appeal for Ontario and a judge of the Supreme Court of Canada in October 2011.
The Honourable John M. Evans is Public Law Counsel at Goldblatt Partners LLP in Toronto. He was previously a Judge of the Federal Court – Trial Division from 1998-1999, and of the Federal Court of Appeal from 1999-2013. Before his appointment to the Bench, he had been a Professor at Osgoode Hall Law School of York University for 23 years, specializing in administrative law. His publications include Judicial Review of Administrative Action in Canada (with D.J.M. Brown Q.C.) (loose leaf: Thomson Reuters); four editions of Evans, Janisch, Mullan and Risk, Administrative Law: Cases, Text and Materials; two editions of Immigration Law (Sweet and Maxwell , London, U.K.); and de Smith’s Judicial Review of Administrative Action (4th edition). In addition, he has published more than 40 articles on a range of public laws issues. He has been awarded the Mundell Medal for Legal Writing and the Council of Canadian Administrative Tribunals Award for contributions to administrative justice. He is a regularly invited speaker at legal education conferences.
