About the Course Chairs
Lisa Fong, QC is a partner at Ng Ariss Fong and her practice focuses on administrative law. In the area of professional regulatory law, she advises both professional regulatory bodies and professionals. Her work with professional regulatory bodies includes advising on governance, registration, quality assurance, inquiry and disciplinary matters, and judicial reviews. Lisa regularly speaks at conferences and provides educational offerings on a variety of professional regulatory and administrative law issues. Angela Westmacott, QC has practiced in the area of public law for the last 30 years. She spent the first 10 years of her practice at the Ministry of Attorney General, Legal Services Branch, practicing in the area of constitutional and administrative law. In 1997, she and Deborah Lovett, QC left the Ministry to establish their own public law practice in Victoria.
Angela has a wealth of litigation experience, appearing before all levels of court including the Supreme Court of Canada and countless hearings before administrative tribunals. She is general counsel for a broad array of regulatory bodies, including many self-governing professions. She has conducted extensive training on administrative law and regulatory law issues for the provincial government, various tribunals, and self-regulating professions over the years. She is a frequent speaker at CLEBC and other conferences.
Angela is a past member of the Law Society Task Force on Regulating Law Firms, the Law Society's Unauthorized Practice Committee and Credentials Committee and vice-chair of the Safety Standards Appeal Board. She is currently a member of the College of Physicians & Surgeons of BC Discipline Committee.
