About the Course Instructors

Dustin O’Quinn is the Chair of the Immigration Practice Group at Lane Powell. He counsels employers in the technology, energy, design and financial sectors on a wide array of US immigration issues, including I-9 compliance and government audits. He develops immigration programs for startup companies in the technology industry, counseling clients on corporate structure, funding and investor relations. Dustin also advises large corporations on the immigration implications of mergers and acquisitions.
Dustin has significant experience representing multinational corporations in H-1B, H-2B and L-1 visa matters, as well as uncommon classifications, including investor visas, extraordinary-ability visas, agricultural visas, and Outer Continental Shelf immigration matters.
Chambers USA’s Guide to America’s Leading Lawyers for Business and its sources have stated that Dustin “stands out for his honest and humble demeanor, as well as his inclusive approach,” and for “his willingness to answer all questions.”

Sativa Rasmussen helps businesses navigate complex transactions in highly regulated industries. Her practice primarily focuses on representing cannabis businesses both internationally and domestically with their transactional, regulatory, and compliance needs. She has extensive experience negotiating transactions, drafting documents, and communicating the needs of her clients to the Washington State Liquor and Cannabis Board and other administrative agencies.
Sativa received her JD, cum laude, from Seattle University School of Law and BAs in Political Science, magna cum laude, and Criminal Justice, magna cum laude, from Washington State University.
